Alan Houck: Leading General Aviation at Capital City Airport

Introduction

Meet Alan (Al) D. Houck, a dedicated professional with a remarkable career journey, now at the helm of the General Aviation Department at Capital City Airport (CXY). With a rich background in law enforcement, military service, and project management, Al brings a wealth of experience and a passion for aviation to his current role.

Background and Career Journey

Alan Houck’s journey to becoming the head of the General Aviation Department is as diverse as it is inspiring. At 63 years old, Al has served in various roles, starting with his time in the US Army and the Army National Guard as a military police officer. After an honorable discharge, Al attended the PA State Police Academy in 1981, embarking on a career in law enforcement until his retirement in 2011.

Transitioning to a new career, Al joined a railroad contractor in 2011, managing 3,200 miles of track across five states. As a project manager, he applied herbicides and mechanically cut vegetation on railroad right of ways. After concluding this chapter in December 2019, Al sought to work closer to home and joined SARAA (Susquehanna Area Regional Airport Authority) in January 2019. His roles included grounds maintenance, building maintenance, and baggage handling before becoming the General Aviation Supervisor in August 2023.

Experience in Aviation

Although Al’s direct experience in aviation was initially limited to his time as a cadet in the Civil Air Patrol, his passion for flying never waned. He pursued ground school and took six flight lessons at Capital City Airport (CXY). Financial constraints, unfortunately, prevented him from obtaining his pilot’s license. Despite this, Al’s diverse background equipped him with valuable skills and a strong work ethic, making him a perfect fit for his current role.

Educational Background and Certifications

Al’s educational journey includes being a Vocational Agriculture student in high school and pursuing an associate’s degree in criminal justice at HACC while working in law enforcement. He holds a CDL Class B with a tank endorsement and two PA Department of Agriculture pesticide licenses. During his tenure with the railroad contractor, Al held pesticide licenses in 19 states.

Responsibilities as General Aviation Supervisor

As the General Aviation Supervisor, Al oversees the daily operations of all GA airports owned by SARAA, including Capital City Airport (CXY), Gettysburg Regional Airport (GRA/W05), and Franklin County Regional Airport (FCRA/N68). His responsibilities encompass grass mowing, lighting checks, building maintenance, ATC tower operations, snow removal, concrete/asphalt inspections and repairs, wildlife control, and tenant/neighbor relationship management. Al leads a team of six staff members at CXY and one staff member who floats between FCRA and GRA.

Contributing to Airport’s Mission

Al emphasizes the importance of maintaining a healthy and clean airport environment. A well-maintained airport not only keeps current tenants happy but also attracts new users. This philosophy aligns with SARAA’s mission of providing safe, convenient, and affordable connections for central Pennsylvania residents.

Supporting Growth and Expansion

While general aviation airports do not support commercial passenger flights, their upkeep is crucial. A well-maintained property encourages more flights and training sessions, contributing to the overall growth and expansion of airport operations.

Unique Aspects of the General Aviation Department

Al takes pride in the steady increase in flights at CXY, monitored by Scott Miller. The data shows a positive trend, reflecting the department’s efforts in maintaining the airport’s appearance and functionality. This success story underscores the department’s role in attracting pilots and aircraft to the facility.

Team Structure and Collaboration

Al leads a team of seven employees, each with specific assignments that they execute with pride. This structure allows Al to focus on administrative duties. Collaboration with other airport departments and external stakeholders, like the military and state police aviation divisions, ensures seamless integration and coordination of general aviation activities.

Measuring Success

Al gauges the success of his department through positive feedback from tower operators, SARAA management, and tenants. Although there is no tower at GRA or FCRA to track flight data, the continued growth and need for these airports speak volumes about the team’s impact.

Conclusion

Al Houck’s leadership and dedication to the General Aviation Department at Capital City Airport are clear in his meticulous approach to maintaining the facilities and fostering a positive environment. His diverse background, coupled with a passion for aviation, positions him as a pivotal figure in ensuring the success and growth of general aviation in central Pennsylvania.
